Veteran homelessness remains a critical challenge within the Norfolk and greater Hampton Roads region. Many veterans face barriers to traditional housing due to fixed incomes, lack of affordable units, or limited access to supportive resources. Operation Safe Haven addresses this gap by offering
affordable shared housing paired with essential operational supports that enable veterans to stabilize and rebuild.

Joy Brown is the visionary and founder of this amazing mission to help our local veterans transition from crisis situations to long-term independent living.


Our Vision
The JAB Veterans Transitional & Independent Living Program will combine transitional housing (short-term stays of 3–12 months for veterans exiting homelessness or unstable living situations) with independent living units for those ready for long-term stability. Supportive services will include non-medical transportation, meals, case management, workforce readiness training, financial literacy education, and peer mentorship. The program will begin by serving 10 veterans, with plans to expand as capacity grows.
Our Goals
- Provide safe, supportive housing for 10 veterans in Norfolk during the first year
- Establish a scalable model for future expansion across the Hampton Roads region
- Reduce homelessness risk and improve stability through comprehensive wraparound services
- Enhance access to transportation, food, and employment resources
- Promote veteran reintegration and independence
